The “suckers” here are mostly ordinary people’s retirement savings, because index funds are obligated to buy at whatever price the stock trades, with no say on valuation. Fast-track inclusion hands early investors and insiders a guaranteed, price-blind buyer to sell into, and pensioners end up as the exit liquidity.
