I feel like @arXiv has gotten worse over the last few years, at least in CS. I submitted a preprint of an accepted & presented IEEE conference paper that's been on hold for about 3 weeks, and the response to my query about it is that the moderators have been reminded. This happened to me once before, and I eventually gave up and posted it to Zenodo. Maybe it's time to do this more regularly.
