The #ReflectingPool is an awful evaporation pool though if they actually try to misuse it like that. The water isn't deep enough to circulate well, it's a trash magnet, it's difficult to clean, constant sun, & is perfect for growing algae or bacteria, the bane of data center water based cooling systems. The hot water #dataCenters produce is also perfect for some algae & bacteria, clogging chillers with dreaded "data center sludge". Declogging requires shutdowns while systems are flushed.

The Potomac River is regularly polluted with sewage overflow, farming fertilizer + pesticide runoff, industrial discharge, trash, etc, etc. To use that in a data center it needs to be cleaned up or it would clog up data center chillers almost immediately, which takes industrial water filtration, like ozone nanobubblers.

Trump needs a ton of potable water to cool the probably nuclear powered White House ballroom AI bunker & that would cost a lot of money to pay DC Water. Diverting from the Potomac River through the Reflecting Pool keeps it under Federal control through the National Parks & bypasses City water quality standards for very polluting data center discharge. They might even be trying to use the Reflecting Pool as a giant evaporative cooler for the discharge. But the river is super polluted already.

#DataCenter evaporation pools deal with the same issues as #Trump is running into with the #ReflectingPool, but they were designed to mitigate some of these problems usually redundantly. Have a backup pool so when 1 gets gross enough to need cleaned you can still run at 50% capacity on the other. They also use chemicals in data center cooling water to prevent bacterial growth, but the chemicals don't cool as well as straight water & are dangerous to discharge.

#DataCenter managers are constantly trying to tweak the balance of chemicals to prevent data center sludge while maximizing cooling efficiency, too few chemicals & you have to shutdown for a flush but you can run the servers hotter for longer until then. Too many chemicals & you never have to worry about bacteria but your cooling efficiency is hot garbage. A lot of these chemicals are also toxic & only allowed to be used in closed loop systems or carefully monitored treated discharge systems.
